Waterfront Toronto Quayside & Related Infrastructure

A landmark waterfront infrastructure project creating the foundation for a mixed-use, inclusive neighbourhood in Toronto.
Waterfront Toronto has partnered with Eastern Construction to deliver the Quayside Redevelopment & Related Infrastructure project, transforming a 4.9-hectare (12-acre) site at the foot of Parliament Street and Lake Shore Boulevard East. The project is a key component of Waterfront Toronto’s vision to reconnect the city with the lake and lay the groundwork for a vibrant, mixed-use, mixed-income neighbourhood linking the surrounding communities and the future Villiers Island.
Eastern Construction provides full Construction Management services, including pre-construction, construction, and post-construction. The work focuses on infrastructure and public realm elements, enabling private developers to construct the buildings while creating world-class public spaces and essential servicing.
The project includes the revitalization and extension of Queens Quay East, dockwall reinforcing, a new Waters Edge Promenade, reconstructed streetsincluding Bonnycastle, Small, Lake Shore Boulevard East, and realigned Parliament Street, as well as Parliament Plaza and a new Keating Channel Pedestrian Bridge. Initial works involve lakefilling the Parliament Slip, dredging contaminated sediment, and constructing an underwater rock berm for both structural support and aquatic habitat, using specialized marine operations.
Subsequent phases will see the installation of deep services, roadways, and TTC streetcar tracks across newly infilled land, along with structural reinforcing of dockwalls. The project team leverages extensive Waterfront Toronto experience to deliver this complex infrastructure project, ensuring the creation of a resilient, sustainable, and accessible public realm.
